Overview
On 2 March 2026, the NBCTF issued Administrative Seizure Order ASO-6/26, ordering the seizure of cryptocurrency wallets determined to be property of, or used by, the designated terrorist organization Hamas.
The order authorizes the seizure of all virtual assets currently held, or subsequently found, in the identified wallets. It remains valid for two years from the date of signature, unless replaced by a formal forfeiture order pursuant to Section 66 of the Law.
About Hamas
Hamas was founded in 1987 during the First Intifada and currently governs the Gaza Strip. It operates both a political and armed wing (the Izz ad-Din al-Qassam Brigades).
Hamas is designated as a terrorist organization by the U.S. Department of State, the European Union, the United Kingdom, and Israel, among others.
In recent years, Hamas-affiliated networks have incorporated cryptocurrency into their broader financing model. While traditional funding channels remain central, crypto has been used for:
- Public donation campaigns via Telegram and social platforms
- Rapid wallet rotation to evade detection
- Movement through intermediaries and exchanges to create layering
- Conversion into fiat or goods supporting operational activity
Crypto functions as a financial tool within a wider terror-financing infrastructure rather than a standalone system.

Compliance Obligations
Any person or entity who, in the course of business or professional duties, holds, controls, custodies, or is requested to process transactions involving these wallets must report immediately to the Israel Police and the NBCTF in accordance with Sections 33(a) and 34 of the Law.
